Members and guests: Join the Seacoast Village Project in welcoming Charles B. Doleac, founder and chair of the Portsmouth Peace Treaty Forum! He will present a program describing the informal “citizen diplomacy” that local residents, including the Careys, provided to the Russian and Japanese diplomats to support President Theodore Roosevelt’s multi-track diplomacy that ended the Russo-Japanese War. Local citizens aided the US Navy, US State Department and New Hampshire Governors during the thirty days of negotiations that resulted in the Portsmouth Peace Treaty. Theodore Roosevelt received the Nobel Peace Prize in 1906 for orchestrating the negotiations that ended what historians now call “World War Zero,” the Russo-Japanese War.
